With Saluda Countians already worried about issues like roads and bridges, as well as poorly performing schools, citizens who would dearly love 0% state income taxes still wonder how those needs will be met once the tax is gone.
According to our lawmakers, South Carolina aims to responsibly phase out its personal income tax by linking tax relief to fiscal health, restructuring tax brackets, and controlling spending. The hope is for full elimination within a near-term horizon.
South Carolina’s overall plan involves a multi-step approach focusing on gradual tax rate reductions tied to state revenue growth and fiscal responsibility. Key elements of the plan include:
Consolidating income tax brackets into a flat rate (currently moving from 6.2% down to 3.99% and lower), with a two-tiered tax system as an intermediate step (e.g., rates of 5.39% and 1.99%) before complete elimination.
Tax cuts being triggered only after at least 5% revenue growth, with a portion of the state’s general fund surplus (at least $200 million or 25% of surplus, whichever is greater) allocated specifically for income tax reductions.
Moving South Carolina’s tax calculation from federal taxable income to federal adjusted gross income (AGI) for simplification and better state tax code control.
Bills that have been introduced in the General Assembly, such as H.4216, explicitly set the path to zero individual income tax by phasing it out gradually over years while controlling spending growth. This strategy implements sequential spending limitations to enable a sustainable transition away from income tax over time = hopefully without disrupting government services significantly.

This plan is supported by economic growth projections including GDP growth, new jobs, increased consumer spending, and investment resulting from tax cuts. Smart citizens who are wary of such “on paper” projections should be paying close attention as these plans progress. Especially now, as the 2026 campaign season is underway.
Our governor and several legislators (who will be running for re-election next year) are actively advocating the acceleration of tax cuts, with proposals to drop the rate and eventually eliminate the tax completely.
