
Ralph Warren Norman Jr. was born on June 20, 1953, and is a lifelong resident of South Carolina’s 5th District, growing up in Rock Hill. He graduated from Rock Hill High School in 1971 and earned a Bachelor of Science in Business from Presbyterian College in 1975.
After college, Norman joined his Father’s construction and development firm, the Warren Norman Company, helping build it into one of the region’s leading commercial real estate developers. He has served in leadership or board roles with several community organizations, including the York County Home Builders Association, the Children’s Attention Home, and the Salvation Army.
Norman first served in the South Carolina House of Representatives for District 48 from 2005–2007 and again from 2009–2017. In 2017 he won the special election to Congress for the 5th District after Mick Mulvaney vacated the seat to join the Trump administration and has been reelected since. He is associated with the House Freedom Caucus and is generally ranked among the most conservative members of the U.S. House.
Norman lives in Rock Hill, South Carolina, with his wife Elaine Rice Norman, whom he married in 1974. They have four adult children and a large extended family with numerous grandchildren.
